Budget hearings to take place next week as part of 2023 budget process

On Monday, Aug. 22, you will have the opportunity to provide your input on Johnson County Government’s proposed fiscal year 2023 budget.

A public hearing will take place at 6 p.m. in the Hearing Room at the County Administration Building, 111 Cherry St. This pertains to Johnson County’s intent to exceed the revenue neutral rate in all three of its taxing jurisdictions – County District, Library District, and Park and Recreation District.

The hearing requires three separate motions to approve each of the county’s three taxing districts intending to exceed the revenue neutral rate. This step is required before formal adoption of the budget on Thursday, Sept. 1.

The revenue neutral rate is the tax rate that would generate the same property tax revenue collected during the previous tax year, using the current tax year’s total assessed valuation.

The proposed budget’s mill levy is estimated at 24.542 mills, a decrease slightly above one mill. The County Taxing District (17.725 mills), the Library Taxing District (3.804 mills), and the Park and Recreation Taxing District (3.013 mills) make up this total.

Due to pending exemptions, the assessed valuation is estimated to decrease with the final county tax troll in November causing an increase in the mill levy to an estimated 24.568 mills (a 1.000 mill levy reduction).

An additional budget hearing will take place for Fire District No. 2 on Thursday, Aug. 25 at 9:30 a.m. during the Board of County Commissioners meeting.

When intending to exceed the revenue neutral rate, the county is also required to mail an estimated tax notice to property owners with information on upcoming public hearings, along with specific property values and taxes.

Approximately 220,000 property owners received notices by mail on or before Aug. 10. The notices were for informational purposes only.
