The unsealed criminal complaint mentioned in the letter states that Nasir Ahmad Tawhedi entered the United States using a Special Immigration Visa (SIV) shortly after the withdrawal from Afghanistan by the Biden-Harris administration. Upon arrival, Tawhedi is alleged to have promoted ISIS propaganda, sent funds to charities linked with ISIS support networks, and sold all assets to purchase weapons, intending to send remaining funds to the ISIS Treasury. This incident has raised concerns among Senators about DHS's capability to protect national security effectively.

According to reports included in their communication, Tawhedi was working alongside a juvenile coconspirator who held legal permanent resident status after entering the U.S. on March 27, 2018. Both individuals allegedly planned a violent attack for Election Day.
The Senators' letter expresses worry over what they see as failures in screening processes under current administration policies: "This alarming incident adds to a growing list of similar security breaches," it reads.
