Proclamation honoring retiring Chairman Ed Eilert
The board issued a special proclamation designating Jan. 5 as “Ed Eilert Appreciation Day” in Johnson County in honor of retiring Chairman Eilert’s 16 years (12 years as chairman) on the board and his 44 years of public service.

Appointment to Museum Advisory Council
Approved the appointment of Jennifer Day – First District representative to the Museum Advisory Council through May 7, 2023. Vote: Passed 7-0.
Appointment to Juvenile Correction Advisory Board
Approved the appointment of Sheila Albers – First District representative to the Juvenile Corrections Advisory Board through June 30, 2025. Vote: Passed 7-0.
Appointment to Consolidated Fire District No. 2
Approved the appointment of Lesa Patterson-Kinsey – First District representative to the Consolidated Fire District No. 2 through Aug. 25, 2025. Vote: Passed 7-0.
Lawn & Landscape Solution outdoor storage
Approved Resolution No. 003-23 and Applications No. SE 22-262-FDP (AU) and No. SE 22-263-CUP (AU) regarding a request from Judd Claussen, Phelps Engineering, applicant on behalf of Lawn & Landscape Solution, and Baxter Investments LLC, landowner for revised Final Development Plan and amended Conditional Use Permit for outdoor storage for a term of 10 years, on property located at 20924 Floyd Street. Vote: Passed 7-0.
Santa Fe Self Storage facility
Approved Resolution No. 005-23 regarding City of Gardner Application No’s. Z-22-07, PDP-22- 07, and FDP-22-05, a Rezoning, Preliminary Development Plan, and Final Development Plan for Santa Fe Self Storage, a personal indoor self-storage facility on approximately 5.06 acres, generally located north of Santa Fe Street and west of Cedar Niles Road, within one mile of New Century AirCenter. Vote: Passed 7-0.
Final plat for Blue Valley at Loch Lloyd
Approved Resolution No. 001-23 and Application No. SE 22-249-FDP (AU) regarding a request from Dale Brouk, applicant, and LLJ3-Pandi, LLC, landowner, for a Final Development Plan, serving as the final plat for 23 residential lots to be known as Blue Valley at Loch Lloyd, zoned PRN2, Planned Residential Neighborhood 2 District, and located at the northeast corner of 175th Street and Kenneth Road. Vote: Passed 7-0.
Rezoning for Mills Villas development
Approved Resolution No. 002-23 regarding City of Overland Park Application No. REZ2022- 00012 for a rezoning from RUR-J, Rural District, Johnson County, to RP-IN, Planned Single-Family Infill Residential District, for Mills Villas development, on 11 acres at the northeast and southeast corners of 167th Street and Quivira Road, Overland Park, located within one mile of the Johnson County Executive Airport. Vote: Passed 7-0.
Law enforcement services for De Soto
Authorized an agreement between Johnson County and the City of De Soto for the provision of law enforcement services in 2023 by the Sheriff’s Office to the City of De Soto for the total amount of $591,381. Vote: Passed 7-0.
Law enforcement services for Edgerton
Authorized an agreement between Johnson County and the City of Edgerton for the provision of law enforcement services in 2023 by the Sheriff’s Office to the City of Edgerton for the total amount of $485,326. Vote: Passed 7-0.
Opioid antagonist protocol agreement with USD 231
Approved of an agreement between Johnson County and Unified School District No. 231, allowing Ryan Jacobsen, MD ("Emergency Medical Director”), to assist USD 231 by reviewing and signing the school district’s opioid antagonist protocol and training the proper personnel in administration of opioid antagonists. The initial term of the agreement will expire on the last day of 2023, but the agreement will renew for additional one-year terms absent 30 days' notice given by either party. Also authorized the director of the Johnson County Department of Health and Environment to enter into any similar opioid antagonist agreements with the governing bodies of any public or private school districts or units of local governments. Vote: Passed 7-0.
Acceptance of Kansas 988 Operational grant
Authorized the Johnson County Mental Health Center to accept the Kansas 988 Operational grant from the Kansas Department of Aging and Disability Services in the amount of $1,200,000 to provide 24-hour coverage for the National Suicide Prevention Hotline. Vote: Passed 7-0.
Agreement for #ZEROREASONSWHY campaign in 2023
Approved an exception to competition and authorized the Johnson County Mental Health Center to enter into a services agreement with Overflow Storytelling Lab, LLC to provide a story campaign and community mobilization efforts for Phase 5 of the #ZEROREASONSWHY campaign in an amount not to exceed $140,000 for the contract period ending Dec. 31, 2023, per Administrative Policy and Procedure #110.180.A.16. Vote: Passed 7-0.
Agreement to relocate gas utilities
Approved an agreement with Atmos Energy to relocate gas utilities necessary for the 199th Street Shoulder Safety and Structural Improvement Project between Clare Road and US-169 Highway at a cost not to exceed $678,685.72. Vote: Passed 7-0.
Contract for Data Acquisition Project
Authorized a contract under Construction Inspection Services Contract RFP No. 2019-061 for the Data Acquisition Project with George Butler Associates at a cost not to exceed $296,764.75. Vote: Passed 6-1.

Public reception to honor retiring chairman
A public farewell reception for retiring Chairman Ed Eilert is scheduled from 4 to 6 p.m. Friday, Jan. 6, at the Johnson County Arts & Heritage Center, 8788 Metcalf Ave., Overland Park.
Swearing-In Ceremony on Jan. 9, 2023
A swearing-in ceremony for new Chairman Mike Kelly and re-elected Commissioners Becky Fast, First District; Janeé Hanzlick, Fourth District; and Michael Ashcraft, Fifth District, will take place at 9 a.m. Jan. 9 in the board’s hearing room.

Contract to install tanks on wastewater truck
Consider authorizing a contract with FlowMark Vacuum Trucks (SkyMark Refuelers, LLC) for the purchase and installation of two 4,300-gallon aluminum vacuum tanks on an owner provided waste-water department tank truck, in the amount not to exceed $194,350; and authorizing the reallocation and expenditure of Wastewater O&M Fund balance (reserves) in the amount not to exceed $194,350.
Assessment Services Agreement with Olathe Medical Center
Consider authorizing the Mental Health Department staff to sign an Assessment Services Agreement with the Olathe Medical Center and add 1.0 FTE clinician position to provide level of care assessment services that will be funded by Olathe Medical Center in the amount of $125,000 and authorize the reallocation and expenditure of Mental Health fund balance (reserves) for FY 2023 in the amount of $125,000.
