U.S. Senators Roger Marshall of Kansas and Deb Fischer of Nebraska have introduced the Nationwide Consumer and Fuel Retailer Choice Act of 2025. This legislation aims to allow the year-round, nationwide sale of E15, a gasoline blend containing 15% ethanol.
The proposal seeks to increase the availability of biofuels like E15, which is expected to lower fuel prices and provide stability in fuel markets for both farmers and consumers. According to the senators, this act represents a permanent solution to achieving energy independence as mandated by former President Donald Trump while reducing regulatory burdens.
"America’s biofuels industry provides consumers with a carbon-reducing fuel option at the gas pump. This bipartisan legislation ensures E15 can be sold at gas stations year-round and guarantees farmers will continue to make the world cleaner, safer, and better for years to come," stated Senator Marshall.
Senator Fischer emphasized that "it’s time to once and for all solidify President Trump’s pledge to allow the sale of year-round E15—giving America’s producers and consumers the certainty they deserve. My bill will put an end to years of patchwork regulations and finally make nationwide, year-round E15 a reality."
The initiative has garnered support from several other senators including Majority Leader John Thune from South Dakota, Tammy Duckworth from Illinois, Shelley Moore Capito from West Virginia, Amy Klobuchar from Minnesota, Pete Ricketts from Nebraska, Dick Durbin from Illinois, Jerry Moran from Kansas, Chuck Grassley from Iowa, Tammy Baldwin from Wisconsin, Joni Ernst from Iowa, Tina Smith from Minnesota, and Mike Rounds also from South Dakota.
In addition to Senate backing, U.S. Representatives Adrian Smith of Nebraska's 3rd district and Angie Craig of Minnesota's 2nd district have introduced companion legislation in the House.
The bill is supported by organizations such as American Petroleum Institute, Renewable Fuels Association, Growth Energy, National Corn Growers Association, National Farmer Union, and National Association of Convenience Stores.
